Vacancy - Global Security & Logistics Coordinator - UK/USA

Relief International is looking for a Global Security and Logistics Co-ordinator. This job is UK or US based but there will be plenty of travel opportunities. It would be an ideal position for an experienced NGO security officer looking for a new challenge.

SUMMARY

Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, seeks a Global Security & Logistics Coordinator for its programs in Africa, the Middle East, Central, South and Southeast Asia .

The Global Security & Logistics Coordinator (GSC) will take on a rigorous leadership role in each RI operational country, as well as at RI HQ in the United States (Los Angeles and Washington DC), as the security and safety point person for all RI programs. The Security Coordinator will be responsible for coordinating, applying, training and advising on safety and security management, and in security issues & procedures in all existing RI program countries and in new country programs as they evolve. The position is ideally based out of RI’s London UK office, and travel to the field together with liaison travel to US HQ is expected to be at least 60%.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:

• Conduct rotating field visits to each of RI’s overseas operational countries and in-country bases, with emphasis on high security risk countries, to assess update and improve all security procedures and systems and to train international and national staff in same.
• Liaise with country specific UN & interagency security personnel on security matters; advise Country Directors and US HQ on security issues; provide security briefings and updates for RI staff and overseas country visitors.
• Apply situation appropriate rules and guidance per MOSS, UNSECOORD and RI’s internal Field Security Standards. .
• Develop comprehensive risk assessments leading to the creation of effective security plans, educate colleagues on the security plans and ensure compliance;
• Map security incidents and understand patterns and threats; facilitate the development of country and situation specific, coordinated evacuation plans.
• Develop and maintain contacts with national law enforcement agencies, where appropriate; be fully current on regional and country political issues and developments that impact INGO operations and safety.
• Review and revise security policies and procedures with country & regional security officers to ensure understanding, buy-in, and compliance by staff; routinely revise (write and edit) safety and security plans for review by HQ.
• Recommend and/or provides staff training on safety and security in a proactive and positive manner that promotes inclusion, participation, and leadership among the RI country teams, including expatriates, local national staff, and women. Be knowledgeable and sensitive to training needs and issues that must be understood to promote a positive organizational profile, cultural respect, and abide by the RI Code of Conduct.
• Assist in RI’s Rapid Emergency Deployment (RED) Team strategic planning and in the event of a disaster or emergency, coordinate in direct field programs as necessary.
• Coordinate logistical support for all RI field operations with RI HQ Operations, particularly in relation to the supply & delivery of major equipment and materials to RI’s in-country programs.
• Ensure the maintenance and efficiency of all necessary and country specific internal/external communication systems: e-mail, telecom, VHF and HF radio.

ESSENTIAL QUALIFICATIONS:
• At least 3 years of international security experience working in conflict affected countries and complex relief settings in the fields of both security & communications, including at least 2 years experience providing security and safety support for international NGO’s.
• Demonstrated knowledge of UN, ECHO, MOSS and other standard INGO security frameworks.
• Solid commitment to helping people in the most difficult circumstances
• Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character
• Fluency in English – written and verbal. Fluency in a second language preferred (such as French, Arabic, Russian)
• Ability and willingness to train country staff counterparts.
• Ability to show initiative, multi-task and provide a consistently high output
• Management and leadership skills as well as being able to work collaboratively as a member of a multi-cultural and geographically diverse team
• Willingness and ability to travel to conflict zones and disaster areas with little notice
• Proficiency with Microsoft applications

Salary
Salary commensurate with experience and qualifications. Range will be 60k-70k annually.

Gunmen kill ICRC driver in Sri Lanka

On 23 December unidentified gunmen shot and killed a driver with the International Committee of the Red Cross (ICRC) in Jaffna, Sri Lanka.

Mr. Sivasundaralingam Gangatharan (32) was killed near the ICRC office after stepping down from the bus he was taking to work. The father of two had been working for ICRC since 1999.

Gunmen fire on WFP food truck killing one

On 22 December, unidentified gunmen opened fire on a WFP contracted food aid delivery truck in the southern Philippines. The vehicle’s driver assistant was killed in the attack.

Obama and NGO Security

Can a change of president improve NGO security? It is possible, but only with effort from us.

The UN rights chief says the world’s hopes are pinned on Obama. Obama says he’ll listen to the people. Change.org is taking him up on the offer.

So what does any of this have to do with NGO security? Let me explain. Amongst the ideas submitted so far is this one from Michael Bear Kleinman; “The US Should Establish a Department of Development”. A Department of Development would help give some perceptual distance between US military foreign policy and development efforts. The rhetoric surrounding recent fatal attacks on NGO’s in Afghanistan and Somalia suggests that some see little difference between american soldiers and aid workers. Anything that can be done to draw a clear distinction between development policy and military foreign policy can’t help but improve the situation.

Gumen Kill Aid Worker in Eastern DRC

On 15 December gunmen shot and killed a Congolese aid worker from an Italian aid group in eastern Congo. Boduin Ntamenya was killed and his driver, Ciza Deo Gratias was seriously wounded when their vehicle was ambushed in the town of Burayi 5 km south of Rutshuru. Both men worked for the Voluntary Association for International Service (AVSI), an Italian non-governmental organisation operating in eastern Congo.

Although the incident took place in territory controlled by the rebel National Congress for the Defence of the People (CNDP), CNDP officials blame the incident on the Rwandan Hutu rebel group known as the Democratic Forces for the Liberation of Rwanda (FDLR). The CNDP claim to have captured one of the aid worker’s killers.

This is the second fatal attack on humanitarian workers in DRC in less than a week. On 11 December a staff member from IRC was murdered in Bukavu.

Somali ICRC guard killed in shooting incident

On Saturday, 13 December, a Somali security guard working for ICRC was killed in a shooting incident in Mogadishu. An ICRC staff member and a driver were apparently temporarily detained by TFG police but were later released.

The circumstances surrounding the incident are unclear.

German aid worker, parents abducted in Yemen

Bani Thabyan tribesmen kidnapped a German aid worker and her parents in southern Yemen on Monday. The aid worker and her visiting mother and father were seized by the tribesmen in Dhamar province, 105 kilometres south of the capital, San'a according to security officials. The kidnappers are demanding the release of imprisoned fellow tribesman.

German and Yemeni officials have yet to release the identity of the captives.

Kidnappings of this type are fairly common in Yemen. In the majority of cases, the hostages are freed unharmed after negotiations.

Aid Worker Murdered in DRC

On 11 December, Seguin Tshisekedi was shot dead by unknown assailants a short distance from his home in the city center of Bukavu, Democratic Republic of Congo. According to the IRC, Mr. Tshisekedi had worked for IRC as a data entry assistant since 2003.

The motives for the attack are unclear. Radio Okapi reports that Tshisekedi’s mobile phones are missing but that 425.00 USD and personal valuables were left behind.

Somali Piracy is just a Symptom

Somali pirates have grabbed a lot of media attention lately and understandably so. Pirates make for an easy way to write about Somalia. There is little need for journalists to face the risks of travel in Somalia. They can write from the safety of Nairobi. There is no need for long complex explanations of fractured social systems, failed international interventions, war crimes, acute malnutrition, or clan and factional politics. It’s just nice clean swashbuckling pirate fun.

This Listening Post episode from AlJazeera does a good job of moving beyond the media hype. It is well worth the download time. Take special note of the comments by the International Crisis Group spokesman and those of Lynne Fredriksson of Amnesty International.



To paraphrase Lynne the Somali pirates are merely the symptom. The disease is the situation in Somalia itself. Which begs the question; do we treat the symptom or the disease?

* Must be an effective team player and leader
* Able to maintain confidential or privileged and sensitive information
* Must hand in clearance certificate from previous employer; and
* Must be a Kenyan National.

Kenyan Aid Worker Wounded in Ambush

Gunmen shot and wounded an aid worker in a northern Kenya during an ambush on an ambulance. The attackers fired on the ambulance while it was transporting twelve members of the German non-governmental organization GTZ from one camp to another.

Approximately 250,000 Somali refugees live in three refugee camps in the Daadab area near Somalia.

Dany Egreteau, the French aid worker who has kidnapped on 3 November in Kabul has apparently been released unharmed.



Unfortunately this good news is tempered by the apparent abduction of Jestina Mukoko, the Director of the Zimbabwe Peace Project. Jestina was forced from her home in Harare by armed men in civilian clothing at 5 AM on 3 November. The Zimbabwe Peace Project local intelligence and police authorities are involved in the abduction.

The Zimbabwe Peace Project works to document violence and torture across Zimbabwe through a network of Peace Monitors.

CCF Aid Worker Killed in Afghanistan

On 30 November Mohamad Shar (52) was killed when a suicide bomber attacked a passing vehicle. Shar had been working for Christian Children's Fund (CCF) for 18 months. He leaves behind a wife and six children.

Its difficult to understand the impact that Shar’s loss will have on his family. Shar wasn’t the target of the suicide attack but it is his family and the families of other victims who suffer the consequences.

Below is the story of Sami’s family. Sami was also killed in a suicide attack in Kabul on either 29 or 30 November. It may well have been the same attack killed Shar.



Mother (the first woman): My lovely son, oh my son my son.

Anchor: This is Sami’s family. Sami, who had worked for six years as a cleaner in Kabul city, was killed yesterday by suicide attack while he cleaned the street. Sami left five children behind. His oldest child is seven years. According to Sami’s wife he was the sole breadwinner of the family. After him there is no one to help this family.

Sami’s wife: My husband was a cleaner and he is dead now. He was supporting us and providing food. I am asking Karzai what should I do with my orphan children now and how should I feed them.

Anchor: These children are waiting for their father to come home. They do not understand that their father is never returning.

Eldest daughter: My uncle came and said Daddy had hurt his leg only then they brought his dead body.

Eldest son: He took his bicycle and his bag to bring food for us.

Anchor: Sami had two brothers and his brothers say they are not able to help the children. They are street cart porters and barely make a living (for their own families).

Eldest brother: I heard Sami was injured. When I arrived there I saw his body was torn into pieces.

Second brother: I went and saw his body was torn into pieces. The body was bleeding all the way to the cemetery. Why? We are all terrorized. Nothing left for us. Oh fear Allah; fear Quran! Why are they doing this to us?

Anchor: This is the second attack in this street. The first one killed five city cleaners and injured seven.

UN Contract Worker Killed in Afghanistan

On 26 November Belqis Mazloomyar, a UNHCR contract worker, women's rights activist, and community worker, was killed by unknown gunmen in Surkh Rod district of Nangarhar province in eastern Afghanistan. She was shot during a local shura meeting at Lower Sheikh Mesri, a temporary settlement for returnees. The identity of the perpetrators and their motives remain unclear.
